Agencies Merge to Make Arrests

Few details were available about a multi-agency investigation in Virginia which led to multiple grand jury indictments on various sex crime charges. The charges are under the Virginia Racketeer Influenced and Criminal Organization Act.

The drug dealing, prostitution, and human trafficking indictments were handed down on August 30, 2025, following a joint investigation by the Floyd County Commonwealth’s Attorney’s Office, Rockbridge County Commonwealth’s Attorney’s Office, and Virginia State Police,

“The joint investigation is the result of extensive collaborative efforts between our offices and law enforcement, underscoring our commitment to dismantling organized crime and ensuring the safety of our communities,” remarked a State Police spokesperson. Investigators said they will release more information as the case makes its way through the investigation and judicial process.

Multi-Agency Investigations

Frequently, too many cooks spoil the broth, especially in criminal cases. Different agencies have different political agendas and different ways of doing things.

Investigative targets are one example. In the above story, Floyd County investigators probably looked for a Rockbridge County suspect. The same thing was probably true in reverse. No police officer wants to admit that a major drug and sex trafficking ring was operating under their noses.

These procedural hiccups may seem insignificant. But in court, the burden of proof is so high that prosecutors have little margin for error. But a criminal enterprise simply means two or more individuals working together toward a common illegal goal. As a result, state and county prosecutors often use RICO to charge defendants with felonies, even though they were only marginally involved in the criminal activity.

Neighborhood drug lords are a good example. Frequently, small-scale drug kingpins employ runners who deliver messages and sometimes drugs. If anyone in the organization commits a felony, these runners could be charged with the same offense.

Loosely-organized street gangs are another example. If any gang member goes off the rails and commits a felony, everyone in the organization, including brand-new initiates, could be charged with felonies as well.

Police officers often use flimsy evidence, such as emoticons in text messages which are supposedly gang signs, to tie people to criminal organizations.

White-collar criminal schemes, such as mortgage fraud, often involve RICO as well. If several real estate agents, mortgage brokers, and appraisers collude to overstate the value of homes, creating false documents to secure inflated loans, under RICO, every group member can be prosecuted for racketeering because they engaged in a pattern of fraudulent activities.
